Should I borrow to invest?

I have not much to pay my mortgage. ($ 20,000) My interest is almost 7%. I think $ 30,000 to repaint a managed fund investments to buy in developing countries. They seem to be about 10% over a year to win. Is it risky to borrow to invest or that I prefer to just pay to focus the mortgage? Novice investor.
